Congress drew closer to tightening the rules on foreign investment in the United States as House and Senate negotiators agreed on proposals for strengthening the Committee on Foreign Investment in the United States. Theodore Kassinger, a partner in O’Melveny’s Washington office observed that under the proposed legislation, companies conducting overseas transactions in “critical infrastructure technologies” will face more intense review. This new system would create “a process that will start from a common base and move forward more smoothly.”
