David Leviss Strengthens O’Melveny’s Congressional Investigations Practice

WASHINGTON, DC ─ FEBRUARY 14, 2011 O’Melveny & Myers LLP announced that David Leviss, former Chief Oversight Counsel for the US House of Representatives, Committee on Energy and Commerce, has joined the Firm as Senior Counsel. Leviss will be a member of the White Collar Defense and Corporate Investigations Practice and will reside in O’Melveny’s Washington, DC office.

As corporations and individuals face heightened scrutiny from Congress, Leviss and Blalack are well-positioned to help clients navigate the complex issues that often arise when faced with high-pressure external and internal investigations.

In his capacity as Chief Counsel, Leviss was responsible for oversight of federal agencies, departments, and programs within the Committee’s jurisdiction, which includes healthcare, energy, trade, telecommunications, the Internet, consumer protection, and the environment. During Leviss’ tenure, he directed many of the most high-profile Congressional investigations of the last few years, including investigations into events and issues such as the Deepwater Horizon oil spill in the Gulf of Mexico, allegations of sudden acceleration of Toyota vehicles, business practices within the private health insurance market, and various food safety issues.

In addition to his Congressional investigations experience, Leviss has significant experience in the enforcement of the False Claims Act.  As a former Trial Attorney at the US Department of Justice’s Civil Division, Leviss led dozens of complex fraud investigations and litigated a broad range of civil fraud matters in federal courts nationwide, including whistleblower qui tam actions. Leviss will deepen O’Melveny’s already strong capabilities in defending and investigating civil fraud matters, particularly in the health care and government procurement areas.

Leviss clerked for The Honorable Colleen McMahon of the US District Court for the Southern District of New York. He received a B.A. in English from Amherst College and his J.D. from New York University School of Law.
