SILICON VALLEY, CA – August 3, 2009 -- O’Melveny & Myers LLP announced today that Murray L. Simpson, the former General Counsel of Franklin Templeton Investments, has joined the Firm as of counsel in the Securities Enforcement and Regulatory Counseling practice.  He will reside in the Firm’s Silicon Valley office.

A 45-year veteran of the investment management industry, Simpson brings to the Firm a wealth of financial and legal experience within the global investment management community.  In addition, Simpson’s extensive knowledge of the Investment Company Act will be extremely helpful as O’Melveny continues to provide counsel to broker-dealers, investment advisers, and other institutions, and as the Firm establishes an Investment Company Act Practice.

“Murray is an exceptional lawyer with a deep understanding of the business and financial markets,” said Barbara Stettner, Chair of O’Melveny’s Securities Enforcement and Regulatory Counseling practice.  “We are pleased to have him on board especially as activity in the investment market continues to gain momentum, and we are confident that he will be a great contributor to the long-term success of our securities enforcement and regulatory counseling practice.”

Simpson began his career at the US Securities and Exchange Commission as a staff attorney, and then in the private practice of law in Philadelphia, Chicago, Los Angeles, and San Francisco.  He has spent the majority of his professional life as outside counsel to, and then as an executive with, Franklin Templeton Investments, the largest publicly held investment management complex in the US.  As Managing Director and Chief Executive Officer of Franklin Templeton’s Asia operations, Simpson was based in Hong Kong for almost six years.  He returned to California in 2000 to become its Executive Vice President and General Counsel, with duties that included maintaining oversight of Franklin Templeton’s joint ventures in Hong Kong, China and Korea, which  he previously had been involved in establishing. As a result of his past work in Hong Kong, Simpson will also be a valuable addition to the Firm’s Asia practice team.  While based there, he served as Chairman of the Executive Committee of the Hong Kong Investment Funds Association.  Simpson also served as Chairman of the International Committee of the Investment Company Institute from 2001 to 2007.

Murray attended the University of Illinois and received his J.D. from DePaul University College of Law.  He is admitted to practice in California, Illinois, and Pennsylvania.
