O’Melveny Adds Federal Energy Regulatory Lawyer Hugh Hilliard to DC Office

WASHINGTON, DC -- May 15, 2012 -- O’Melveny & Myers LLP has added federal energy regulatory lawyer Hugh Hilliard as a counsel in the Firm’s Washington, DC, office.  He will be a member of O’Melveny’s Project Development and Real Estate practice group.

 

Hilliard represents clients on matters related to the regulation of energy companies by the Federal Energy Regulatory Commission (FERC) and on energy-industry transactions.  He has significant experience in both the electric and natural-gas sectors, principally in matters involving companies engaged in the generation, sale, or purchase of electric energy or in storage or trading of natural gas.  He regularly works on wind, solar, and geothermal energy projects, representing passive equity investors, lenders, parties in merger and acquisition transactions, and developers, as well as on hydroelectric and gas-fired electric generation projects.  He often assists with transactions involving power purchase agreements, interconnection agreements, and participation in organized electric markets.  In addition, he advises companies in obtaining authorization to provide FERC-regulated services and in complying with FERC regulations regarding capacity release and other matters.

Prior to practicing law, Hilliard served in various capacities at the US Department of the Interior, principally involving leasing federal lands and royalty collection in connection with oil, natural gas, and coal development.   He also worked on matters related to the oil and gas industry for the International Energy Agency and the US Department of Energy.  He regularly serves as a volunteer performing intake services for low-income clients at Washington, DC-based Legal Network and serves on the Advisory Council for this organization.  Hilliard received a B.A. in 1978 from Emory University and an M.S. in 1981 from Georgetown University.  He then earned his J.D., magna cum laude, in 2000 from Georgetown University Law Center.  Hilliard is a member of the Maryland and District of Columbia Bars and is admitted to practice before the US Court of Appeals for the First Circuit.
