WASHINGTON, DC ─ JANUARY 4, 2016 ─ O’Melveny & Myers LLP is pleased to announce that Seth Ray has joined the Firm in the Washington, DC, office as senior counsel and a member of the Product Liability & Mass Torts and Life Sciences Practices.
Ray is an accomplished lawyer who focuses his practice on matters involving pharmaceuticals, health care, and product liability, as well as on regulatory issues. He joins O’Melveny from the US Food and Drug Administration where he served for 26 years, most recently as Senior Advisor and Regulatory Counsel with the agency’s Office of Prescription Drug Promotion (OPDP). In that role, he provided expert legal and policy advice to senior OPDP managers on significant guidance documents, enforcement actions, legislative proposals, and other complex issues. Prior to that, Ray held several positions as an attorney in the FDA’s Office of Chief Counsel, including: Associate Deputy Chief Counsel for Drugs and Biologics, handling OPDP prescription drug advertising and promotion matters and supervising attorney counseling teams; Associate Chief Counsel for Drugs, providing legal counsel to the Center for Drug Evaluation and Research and other FDA components on drug approvals, prescription drug labeling, clinical trials, drug safety, off-label use, the Prescription Drug Marketing Act, and other compliance issues; and Associate Chief Counsel for Enforcement, responsible for all phases of civil (seizures and injunctions) and criminal (investigations and prosecutions) litigation in various product areas.
