O’Melveny of counsel Buzz Thompson and associate Zach Smith are set to present segments at the 2024 Annual California Water Law and Policy Conference. Thompson will discuss liquid assets and address the steps businesses and government can take to help solve the freshwater crisis. Zach Smith will be a guest speaker for the SGMA panel and explore different aspects of harmonizing adjudications as well as SGMA compliance.

Barton H. “Buzz” Thompson, Jr. is an of counsel in O’Melveny’s Silicon Valley office and a member of the Water Industry Practice Group. He is the Robert E. Paradise Professor of Natural Resources Law at Stanford Law School, a professor in the Stanford Doerr School of Sustainability, and a Senior Fellow of the Stanford Woods Institute for the Environment. He also leads Stanford’s Water in the West program. The author of multiple books on water law and policy, he is one of the world’s leading experts on water issues, with over forty years of experience. In 2008, the US Supreme Court appointed Buzz to serve as the special master in Montana v. Wyoming (137 Original). He also is a former member of the US EPA’s Science Advisory Board.

Zach Smith is a litigation associate in O’Melveny’s Newport Beach office, where he solves challenging water supply and management problems. Zach represents clients in surface and groundwater litigation, as well as in transactional and regulatory matters: water right assessments, water transfers, water banking, and the Sustainable Groundwater Management Act and Reclamation Reform Act.
