O’Melveny of counsel Barton H. “Buzz” Thompson, Jr. co-authored this article focusing on the operation of reservoirs in California to improve the state’s freshwater ecosystems. “Dams play an essential role in water supply, hydropower, and flood management in California. Without them, it would not be possible to maintain the economic and social vitality of the state’s cities and farms,” the authors wrote. “But the construction and operation of dams have also played a major role in the decline of California’s rivers, estuaries, and wetlands. The paradox is that these dams are now essential for managing these ecosystems, and their role will only increase in a world with warming temperatures and increasing drought severity.”
