Liz Dubeck focuses her practice on project finance, infrastructure development, and public-private partnerships.
Liz represents both public and private project sponsors, governmental agencies, developers, underwriters, and investors in finance, development, and public-private partnership transactions involving transportation infrastructure assets, including rail facilities, airports, and seaports, including matters involving the privatization of governmentally-owned assets. She also represents project sponsors and financial institutions in financings of infrastructure and related project.
- JFK Millennium Partners in the financing and refinancing of over $3 billion of revenue bonds to fund development of terminal facilities at JFK Airport
 - LaGuardia Gateway Partners in the financing of over $2 billion of revenue bonds to fund development of terminal facilities at LaGuardia Airport
 - State of Hawaii in connection with the P3 procurement and development of a new Aloha Stadium sports and entertainment venue and related mixed-use district.
 - The California High-Speed Rail Authority in the negotiation of operating and real estate agreements related to the development of high-speed rail service in California.
 - Alameda Corridor Transportation Authority in the issuance of over $600 million in senior, subordinate, and second subordinate revenues bonds
 - The Port of Oakland in a series of issuances of senior and subordinate revenue bonds over more than a decade
 - Citigroup in over a dozen airport special facility financing transactions for multiple major US airlines
 - Midway Investment and Development Company LLC in its winning bid for the concession and lease to operate Chicago’s Midway International Airport
 - IFM Investors in the second phase of the proposed privatization of Chicago’s Midway International Airport
 - Franklin Advisors LLC in its private placement investment in the development of Paine Field outside Seattle, Washington
