Sam Lehman is a trusted advocate for major health insurers, life sciences companies, and government contractors facing whistleblower qui tam actions and investigations under the False Claims Act. He also represents health care companies in the full spectrum of complex civil litigations, including class action defense.

Drawing on his experience as a Trial Attorney at the Department of Justice, Sam guides his clients through all phases of FCA scrutiny, including internal compliance investigations, responses to government civil investigative demands and subpoenas, self-disclosures and settlements, and litigation in federal court. Sam has handled cases involving Medicare Advantage, drug pricing schemes, and Anti-Kickback Statute and Stark Law allegations, in addition to investigations into cybersecurity and procurement fraud. Beyond his FCA work, Sam represents health care and financial services clients in nationwide class action litigation in federal court and those facing inquiries by the Federal Trade Commission, the Department of Transportation, and the Department of Labor.

Committed to public-interest advocacy, Sam dedicates extensive time to pro bono work. He has litigated child custody cases in state court, counseled a victim-services non-profit in connection with hostile workplace allegations, and written amicus briefs presented to the US Supreme Court.

Sam’s government service earned national acclaim. Two investigations he spearheaded garnered an “Award for Excellence” from the Council of the Inspectors General on Integrity and Efficiency—one into a major USAID contractor in 2025 and another into a health tech startup in 2022, which also won the National Health Care Anti-Fraud Association’s “Specialty Benefits Investigation of the Year.”

Before joining the DOJ, Sam clerked for the Honorable Stephen H. Glickman of the District of Columbia Court of Appeals, and spent five years as a health care and financial services litigator at O’Melveny.
