O’Melveny counsel Heather Welles has been named to Law360’s 2023 list of “Rising Stars,” which recognizes “attorneys under 40 whose legal accomplishments belie their age.” Welles said that serving as a lead member of an O’Melveny team representing a large group of landowners in a first-of-its-kind groundwater adjudication under California’s Sustainable Groundwater Management Act is the biggest case of her career. “It was the first contested groundwater adjudication following the passage of California’s Sustainable Groundwater Management Act,” Welles said. “A companion piece of legislation puts in place different procedural rules for groundwater adjudication. We’re implementing these new statutes as part of this litigation.”
